What Really Happened, and this is not a question. It's 1978-80
and the energy crisis caused by cartel (not just OPEC) control of big
energy has raised havoc with the United States economy. These energy
groups are making really big money. Jimmy Carter has initiated a
National Energy Conservation Policy (NECPA) and I'm working a CETA job
co-ordinating energy conservation measures for the Allegany County, N.Y.
school buildings. This is a county of 50,000 people. Within the 13
school districts and 18 school buildings we have cut overall energy
use by roughly 40%. Our changes have been mostly operational and we
have identified and prioritized energy projects by payback in every
building and initiated low cost measures immediately. All of this is
a result of NECPA as a coordinated program spreading knowledge of
successful energy conservation measures and operational procedures.
In this county, our dollar savings amount to $500,000/year and at
the recent meeting of the school supertindents (13), I suggested that
the schools use the savings to hire full-time personnel to initiate
more energy conservation projects because the jobs would be paid for
by this $500,000 savings. Energy savings continue year after year,
making these employees free and stimulating the local economy. In the
most simple terms, this would mean that the $500,000 that was going out
of the county to big energy companies last year could make as many as
25 jobs within the county permanently. This can only be described as
rebuilding your economy from the bottom-up, as opposed to trickle down.

The big energy cartels may have noticed the results of this
program. Ronald Reagan was elected by treachery. The Iranian vice-
president from this time wrote in his book that the Reagan/Bush team
agreed to sell Iran military equipment valued in the billions of dollars
in exchange for keeping the American hostages until after the election
of the president of the US. The hostages were released during Reagan's
Innauguration ceremony. The first laws Reagan signed gutted every facet
of NECPA that was possible. These laws were killing the big energy
companies and stimulating local economies. Reagan/Bush and big energy.
Has anything changed?
The story contrasts the real difference between Jimmy Carter and
our current dilemnas. The difference is clear and simple. Bottoms up
economic policy or trickle down economic policy. For the people or in
league with the big energy cartels? Run again, Jimmy.
